What are Panniers?
Panniers are external and internal bags that are attached to the bike's rack. The internal bag is waterproof and can be removed without taking the external bag off the rack. Both bags are typically waterproof, and one is usually sized to fit a 2-liter fuel can, while the other can accommodate a similar-sized water bottle.
DIY Pannier Hook Hardware
There is a way to create a DIY pannier hook hardware that installs quickly. To do this, you will need to cut a plastic panel and add it to your pannier. If your seam allowance is consistent, you can use the pattern to cut out the back panel. If not, you will need to tweak it a bit. After making the flap-top from pieces D and E, turn the bag inside out and lay a stitch around all the other sides except for the longest one.
